About the company

Greater Manchester Combined Authority (GMCA), led by Mayor Andy Burnham, is one of the most ambitious regional governments in the UK on climate action, with a target to reach net zero carbon by 2038 — twelve years ahead of the UK national target. Greater Manchester is home to a major concentration of energy-intensive industry and is a key stakeholder in the North West's industrial decarbonisation cluster.

The GMCA co-chairs the North West Net Zero initiative alongside Liverpool City Region and Cheshire and Warrington, providing critical public sector leadership and investment backing for the region's clean growth agenda. The GMCA has actively supported industrial decarbonisation projects in the Greater Manchester area, including Siemens' low-carbon roadmap for Trafford Park, and has developed a comprehensive Low Carbon Framework to guide the transition across energy, transport, buildings and industry.

The Authority's participation in Net Zero North West reflects its commitment to ensuring that the region's industrial heartlands decarbonise in a way that protects existing jobs, attracts new investment and delivers a just transition for communities.
