About the company

Liverpool City Region Combined Authority (LCR CA), led by Mayor Steve Rotheram, is a founding public sector supporter of Net Zero North West and one of the UK's most ambitious regional bodies on clean energy and industrial decarbonisation. The LCR was the first region in the UK to declare a climate emergency and has set a target to become net zero carbon by 2040, with ambitions to become the UK's renewable energy coast.

The City Region sits at the heart of the North West's industrial cluster, encompassing key decarbonisation sites including Encirc at Ellesmere Port, the Stanlow refinery complex, and proposed tidal energy generation in Liverpool Bay through the Mersey Tidal Power project. The LCR has been an active partner in securing government investment for HyNet North West, the UK's leading industrial decarbonisation cluster, which is centred on the Liverpool City Region's industrial base. The LCR Freeport has also provided innovation funding to projects including Spirit Energy and EET's CO₂ shipping terminal feasibility work at Tranmere.

Through its Pathway to Net Zero programme, the LCR CA is working to ensure that the clean energy transition creates good-quality, well-paid jobs and opportunities for communities across Merseyside and beyond.
