Turley is a leading independent planning and design consultancy with a strong presence in the North West, operating from offices in Manchester and Liverpool. The firm has been a key enabler of the region's most significant industrial decarbonisation and clean energy infrastructure projects, bringing specialist planning, environmental impact assessment, heritage, economics and sustainability expertise to some of the largest net zero developments in the UK.

In the North West, Turley has led the planning process for the Scout Moor II wind farm in Rossendale — proposed as England's largest onshore wind farm — providing multi-service advisory work for developer Cubico. Turley has also supported the HyNet CO₂ pipeline and is advising on the carbon capture plant at Encyclis's Protos Energy Recovery Facility in Ellesmere Port, which is set to become the UK's first commercial-scale carbon capture facility at an energy-from-waste plant. Turley has convened roundtables on the planning and consenting challenges facing industrial clusters across the UK, helping to shape the policy environment needed to unlock major net zero infrastructure investment.
